Officer-involved shooting update

KINGMAN – More details are provided as the Lake Havasu City police department continues its independent investigation of an Officer Involved Shooting (OIS) fatality in Kingman last month. Sergeant Frank Hayden has identified the parties involved in the deadly encounter on April 17.

Bradley Michael Rose, 29, was fatally injured when shot multiple times by Mohave County Sheriff’s Office (MCSO) deputy Matthew Farney. The latter has been employed by the MCSO since 2018 and has worked as a peace officer for more than five years.

Rose reportedly led a slow speed pursuit when deputies tried to pull him over for various traffic violations. Hayden said the chase was terminated when Rose reportedly endangered others by driving erratically into oncoming traffic.

“Shortly after, Rose was again observed continuing to drive in an unsafe manner on North Stockton Hill Rd. and he rammed a Mohave County Sheriff’s Office vehicle with his vehicle,” Hayden said. A second low speed pursuit transpired before Farney exited his vehicle after pulling into a driveway in the 1100 block of McVicar Ave.

“When Deputy Farney attempted to take Rose into custody, he physically resisted, punching the deputy in the face,” Hayden said. “A struggle ensued over the deputy’s firearm, and Deputy Farney fired four shots from his duty handgun striking Rose.”

Rose died of his injuries following transport to Kingman Regional Medical Center.

Using outside law enforcement agencies to conduct independent investigations of OIS incidents is standard practice in Arizona. Once completed, the Lake Havasu police department investigation report will be reviewed by the county attorney’s office for a determination of whether the shooting was justified.
