BULLHEAD CITY – A two-time ex-con and registered sex offender faces new prosecution after allegedly taking advantage of a teenage co-worker in Bullhead City. Police spokeswoman Emily Fromelt said Jose Luis Rosales, 54, has been charged with sexual abuse.
Fromelt said police began investigating Sunday after receiving a report that a sex offense occurred at a restaurant in the 1800 block of Highway 95.
“A woman reported that her 15-year-old disabled grandson was working at the restaurant to help wash dishes,” Fromelt said. “An employee reportedly witnessed sexual misconduct between Rosales, who also works as a dishwasher, and the 15-year-old male victim.”
Investigation and interviews prompted Monday’s arrest of Rosales, who was booked into the Adult Detention Center in Kingman. His sex offense history began more than three decades ago.
“In 1988, Rosales was convicted of lewd or lascivious acts with a child under 14 years in California,” Fromelt said. Court records further reveal that Rosales was living in Bullhead City in 2008 when he drew new charges for sexual abuse, failing to report as a registered sex offender and forgery.
Rosales was convicted of all three charges and was sent to the Arizona Department of Corrections in March of 2009. He was released from custody after serving about 10.5 years in prison.
